Start a small tax on electricity from coal. Or better yet, a general carbon tax. Have the tax start low and ramp up over a period of years (8 or 10). Use the money from the tax to subsidize:

wind
solar
modern nuclear – pebble bed reactors (these things are far safer than traditional pressurized water reactors & waste is easier to handle too)

Why a tax? Two main reasons. First, it’s an incentive for more efficiency. Second, it’s a mechanism for a cost that’s otherwise externalized (see http://encarta.msn.com/dictionary_561547019/external_cost.html ). In other words, CO2 and pollution impose a cost on the rest of society and the rest of the world; the tax makes the emitter pay an amount that can be used to either repair the consequences of the pollution or to end the pollution and its consequences.

@bennyblue: some fission products can be *concentrated* by e-coli. That doesn’t remove the radioactivity, but it does reduce the volume of nuclear waste.
